The program started with infrastructure readiness and workflow discovery across emergency, outpatient, inpatient, and diagnostic units. Configuration was completed in iterative sprints with clinicians involved in sign-off at each stage.

Go-live was executed in a staged sequence to reduce operational risk, with daily stabilization reviews during the first six weeks.

• Phase 2: Clinical workflow configuration and testing
• Phase 3: Department-by-department go-live and stabilization

FHIR R4 resources were standardized for core encounters, diagnostic orders, and discharge summaries. Validation rules were introduced to improve coding quality and reduce duplicate records.

Data stewardship ownership was assigned at hospital level to maintain master data, role permissions, and audit readiness.

Super-user models were established in each hospital to provide first-line support, while central teams handle incident triage and release updates.

The pilot output is now being used to finalize replication packages for rollout in additional regions.
